A person who puzzles me, someone I can't understand, someone who is, perhaps, mysterious.

Almost always it means a person who is mysterious or confusing in some way. I often hear or read a phrase like, "his actions were puzzling", meaning it is difficult to understand why he acted that way.

Perhaps once or twice I have heard puzzling to mean "someone who does puzzles" but that was a play on words, not the usual meaning.
