    build a sentence

    If you wanted to be sarcastic, which would you say in reply to the following question?

    X: Do you speak English?
    Y: Oh, I can build a sentence or two./Oh, I'm able to build a sentence or two.

    Moreover, would it be more fitting to say "construct" instead of "build"?
