Could anyone help me please answering this grammar question:
Check the letter of the word or phrase that correctly completes the sentence:

Please give the reason for the chosen right answer.

Ok. I'd choose "to abolish". However, I am confused as I think "abolishing" is also correct if we consider it as a reduction for the adjective clause: "that are abolishing" or "that abolish". Am I wrong?Which would you choose?
