    There would be a difference if we were refering to it as an organization "by the police" or people who work for this organization "by police"?

    If you asked for the context, I would not be able to give you any. I've heard people using both "by police" or "by the police".

    ostap, this is part of a thread you started two days ago. You were told then that nobody could help you if you were unable to give any more context. The situation hasn't changed.
