    Which sentence is correct?

    The court prohibits the government by an order not to laid greater burden than the default tax upon the people.

    The court prohibits the government by an order not to laid upon greater burden than the default tax over the people.

    Neither is correct. Try: "The court prohibits the the government, by order, not to lay a greater burden on the people than the default tax."

    Bhaisahab, prohibits not to lay - is it the same as 'insists that the government lay'? Or do I misunderstand something?

    You are right about the ambiguity, it would be better as "...prohibits the government... from laying..."
