    make cash gifts

"Japanese executives are still expected to attend countless weddings, funerals and other events, and make cash gifts befitting their high social status."

"To make cash gifts"=? Does it mean to wire some money to a person's account or to give an amount of money in an envelope? Perhaps it might be something that costs a lot of money?

In this case "cash gifts" means "live money." Yes, it's generally given in an envelope.
