    Yes; to me it's unclear. I would say something like 'Because of the problems we have had so far, we will not pay any more bills until satisfactory service is guaranteed' (If I understand the original message)

    the opposite, am trying to tell him that we will ask for more bills until you are happy and that because we he was experiencing some problem!
