If I am to write a letter to the British High Commissioner in Pakistan, what should be the salutation? "Your Excellency" or........?

Sounds good to me; there's probably a list of forms of address somewhere on the Internet. Incidentally, in this case you wouldn't use 'Dear'.

PS It's a good idea not to use the same title for two posts made at about the same time. One way of avoiding the problem in this case would be to distinguish between a 'salutation' (at the beginning) and a 'valediction' (at the end), though I know - more's the pity - the modern trend is in favour of not bothering.

In the address, use His/Her Excellency + name and in the letter, I have read, it's Dear High Commissioner (without name) + Yours sincerely
