    What's the function of been ?

    She has been ill.
    She has been to Tokyo.
    This bag has been changed. (not the old one)
    Does "been" function the same in these sentences ?

    This is the passive form of, "Someone has changed it". This is in the present perfect tense.
    Your original sentence is in the passive voice of the present perfect.
    "Change" is the main verb.
