    by means of

    Is "by means of" necessary below? Could one simply write, "by publication"?

    Announcements shall be made by means of publication in the Official Gazette.

    Why not just, "Announcements shall be made in the Official Gazette" ?

    That's a good point. But it also changes the meaning a bit. "By" tells us how the announcements will be made, whereas your suggestion tells us where they're made. If you had to choose between "by means of publication" and "by publication," which would you choose?
