    Is this correct?

    Are the followings correct to intend the same meaning ?

    - It happened at the beginning when I signed up for the online program.

    - It happened at the beginning of my sign-up for the online program.

    Yester day i went to the secretariat,but the contact person is not available there,So i send a message and handover a cover,whom the person is there? please try to correct my sentence

    They could mean the same, but there is not enough context to be sure.
