1 How to explain the word "who" in this sentence?

So unless you speak French yourself,it's best to travel with someone who can translate things for you.

2 What's the meaning of this sentence?

Please let us know if it's best to travel by plane, train or bus.
( because it uses “ best”, so I think only one is Ok, but it gives three kinds of transportations. I got confused.)

In that sentence, who is a relative pronoun. It refers to the noun 'someone', and it functions as the subject of the adjectival clause who can translate things for you. The noun 'someone' functions as the object of the preposition 'with'.

'...best' is used because there are three choices. If there had been only two, the question would be 'Is it better to travel by train or bus?'

According to your explaination,I think it should be:

Please let us know which one is best to travel by plane, train or bus.



or Please let us know if it's best to travel by plane,.

or Please let us know if it's best to travel by train

or Please let us know if it's best to travel by bus.

What do you think?

is definitely wrong.

or Please let us know if it's best to travel by plane;

or Please let us know if it's best to travel by train,

or Please let us know if it's best to travel by bus.

Any one of these may be used. The reply you get to the first might be 'No - the train is best.'
