    penalize/ punish

    Which is correct?

    It is important to penalize/ punish and create deterrence by arresting the perpetrator or the gang's members in order that no potential criminal will be motivated to carry out crimes.

    My choice is "punish".
    In addition my way of saying the same is below
    It is important to punish a perpetrator or the gang members in order to deterrent them from carrying out crimes.
