Persist in vs Persist with

Hello, everyone.

Is there a real difference between these two phrases?

In my oxford dictionary, the following sentence is given:

They persist with agricultural reforms, despite opposition from the farmers.

I suppose that I am allowed to use perisist in instead of persist with without materially changing the original meaning.

We normally persist in or with a noun, and persist in + verb+ing.

Can I take your words as there isn't a substantial difference between phrases such as persist with my work and persist in my work?

For some reason, I tend to feel that these two verb phrases, when followed by a noun or a noun phrase, are not always interchangeable. Perhaps it's due to the fact that in and with are two different prepositions.
