    Can I say, "They were broken by Tom?"

    Can I say, "They were gone."

    Does "it" only use for singular noun?

    Should "they" be only used for the plural of "it, she, he"?

    Yes, "it" is singular and "they" is plural.

    You would not, of course, say "they" without first letting the reader know what you are referring to.
