It means that this is not suprising in an adult, but is surprising in a young person.
A sentence with similar structure:
"He is surprisingly active for a 90-year-old."
Usually we don't expect 90-year-olds to be very active, so when we come across one that is, it's surprising.

Yeah I guess appositive would describe it.
You could also paraphrase the expression to "for such a young person" without changing the meaning at all.
