    I would say that there is a subtle difference here.
    I would use on if we had stopped while we were still working on page 7. "We stopped at page 7" implies to me that we hadn't yet started page 7. You may hear different opinions from others.

    I agree that there is a subtle difference depending on context. We don't have any context from the OP.
