    Is it grammatical correct?

    My understanding of the situation and care for street children will it lead to better policy for dealing with street children.

    Yes, it's grammatically correct but it's not clear what it means.

    The "it" makes it ungrammatical. I think Bhai may have missed it.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
