    Having to

    Dear Teachers,
    I have read a line in an article that reads:
    "Even companies selling on the internet are having to refuse orders because of the uncertain deliveries."
    I want to ask is it formal to use 'have to' in progressive?

    Correct. Modals have no -ing forms. "have to" has. Therefore, it is an "almost modal", a semi-modal.
