    Are you certain that this is what grandfather was expressed in his letter?


    I guess the Bold "was" shall be "has", am I correct?

    Mind you, it sounds better in the simple past to me:

    Are you certain that this is what grandfather expressed in his letter?
    or
    Are you certain that this is what grandfather said in his letter?
