    to use chopsticks to eat with

    He can't use chopsticks to eat with. Is 'with' necessary here?

    It's preferable. It avoids the interpretation of "He can't eat chopsticks".
    More likely is, "He can't use chopsticks properly", "He doesn't know how to use chopsticks."

    I agree with Ray on the shorter version - we know what chopsticks are for, so you don't need to tell us.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
