Are they both acceptable?
The list of principles conform(s) to the normal idea of what a set of rules should be trying to achieve.

Only "conforms" is correct, "the list ....conforms". Happy New Year to you too.:)

why we cannot say "a list of names is/are....."

"A group has demonstrated..." This makes sense.
"Students have demonstrated..." This makes sense
"The list conforms to the idea of what a set of rules should be..." This makes sense.
"Principles conform to what a set of rules should be..." This doesn't make sense.
