    the meaning of "ever"?

What is the meaning of "ever" in this sentence?

Should doctors ever lie to their patients to speed recovery or to conceal the approach of death? In medicine, as in law, honesty often gets sacrificed in order to shelter someone from tragic news or to promote the public interest.

Is it "always" or at any time?
Thank you for your help in advance.

At any time. Should they ever? No, they should never.

Right, Dave. But "No, they should never" is not implied by that quote.
The question is asked - should they? Then it's stated that they do. That's all.

Correct. I was showing how ever and never would work together, but you are right that the original does not give the "No, never" as I did.
