    Smile in the right direction

    Which is acceptable or better, (1) or (2)?

    (1) We should head in the right direction to clamp down on school bullying.
    (2) We should head in the right direction in the fight against school bullying.

    Neither is natural. No one is going to say we should head in the wrong direction. This phrase might be said after repeated failures, "Look, we need to start heading in the right direction" or for criticism as in, "You are not heading in the right direction!"

    Regarding "clamp down" and "fight against", you could say them.
    More natural would be:
    "We need to do something about school bullying."; "We need to stop this bullying at school." (The fact that it is a problem and needs combatting is understood in this case.)
    "We need to institute a plan to combat school bullying." - This is more formal, and starts getting into the realm of written policies, rather than merely verbal suggestions.
