Americans call them "cell phones." Most Americans, I think, would understand the name "mobile phone," even if they don't commonly use it.
I can't speak for other countries, but I know "mobile phone" is common in Europe.
Yes, they are the same thing. The "cell" in "cell phone" comes from the technology used to allow the roaming (the signal is passed from one "cell" of coverage to another.)
