I'd say "wake up in time," not on time.
The whole thing could be a reported question, in which case no question mark is required.
This would be clear if a second 'whether' were inserted:
The important question is whether the government will wake up in time to face the reality before it becomes unbearable, or whether politicians will continue to calm and delude the public as if nothing is happening.
In addition, I'd go for were (or was) instead of is.
