Well, It means she speaks by accepting what others are saying. You can also say she speaks in an amiable way.

When she speaks, she tries to please people.

Beware of the difference between "complaisance" (which is not commonly used in English) and "complacent/complacency" which is common.

Raymott's interpretation is correct (of course). I would add that the sentence sounds very unatural to me.

'She speaks in an amiable way' has a different meaning.
