If someone's been dodging my calls, does it mean that the person has not been answering ?

More specifically, that they know it is you who is calling and they are not answering.

How should I interpret dodging in this context?

Someone calls me on my cell phone and I let my phone ring since I won't take that call.
Or,
Someone calls me on my cell phone and I push the no button because I don't want to talk to that person.

Which one?

Either one. If you know that person is calling and you choose not to talk to him/her, you are dodging the call.
