    Question "leaner army"

    "Rumsfeld's often repeated goal was to create a leaner army."

    Does he talk about the physical appearance of the solders by leaner or used in another meaning?

    Not being telepathic, I can only guess.

    I would imagine that he was referring to the army itself, not to individual soldiers. He wanted an army without fat (unnecessary personnel), strong and efficient.

    That would be my guess too.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
