    This certificate is indicates (that) the goods are produce in China.

    When the that-clause serves to function as the object of the verb (indicates), the use of "that" is optional. You can omit "that".

    As Randombubbles said, the use of "that" in that sentence is

    optional -- your choice.

    If you are writing a university-level sentence, I would certainly

    use "that."

    If you want to save space (for example, if it is to be marked on a

    product), then maybe you would omit it:

    This certificate indicates it was made in X.

    Sometimes the conjunction "that" is omitted because it


    looks and sounds strange, but it is correct:

    Tom: Is this man your boss?

    Martha: No, that man (over there) is my boss.

    Tom: Oh, now I understand. You are saying that (conjunction) that

    (adjective) man is your boss.

    BOTTOM LINE: If space is no problem, why not write

    complete English? It cannot hurt:

    This certificate indicates that it was made in X.
