Yes, it's a book title and on prosperity and wealth but I don't know really about the story. Can you please help me to find the meaning of the book title?

Well, "to get one up" on something is to do better than it in some way, so it could refer to doing better than Wall Street.
It could also refer to one person who is "up", doing well, on Wall Street.

One Up On Wall Street: How To Use What You Already Know To Make Money In The Market - Peter Lynch

To be “one up” means to have an advantage. If A is “one up on” B, then A is doing better than B, or A has outsmarted B.
The idea is that if you read this book, you will become more wealthy than Wall Street traders are. (I assume you know what Wall Street is?).
