    This expression is quite natural, isn't it?
    How about:
    2. "Elderly people need lots of TLC."
    3. "I need lots of TLC" said by an adult.

    Yes, those uses are natural. As you probably know, it means 'tender loving care'. It's a somewhat sentimental phrase.
