    A Tense question.

    Hi, guys! The answer to the following question is (A), but (B) cannot be
    an ansewr? Plz explain to me.. Thank you ^^

    A group of neighbors ------- the fire burning in
    the building by the time emergency responders
    arrived on the scene.
    (A) had extinguished
    (B) extinguished
    (C) extinguishes
    (D) will have extinguished

    (Not a teacher)
    We use the past perfect tense for the action(had extinguished) that ocurred before another (arrived) when both actions took place in the past.
