She was studying with a therapist in Sacramento, California.

About 'in Sacramento, California', grammatically which is it?

1: an adjectival prepositional phrase modifying 'a therapist'
2: an adverbial prepositional phrase modifying 'studying'
    3: ambiguous

To me, the default reading is #2. However, #1 is possible too if a tad far-fetched.

[She was studying with a therapist] [in Sacramento, California].
