The cheetah can attain speeds of up to 97 kph.
1.Is this sentence correct?
2.Will it mean the same if I remove "up to" in the original sentence?
This will mean that all cheetahs can run as fast as 97kmh.
It is not possible to know that. We know, because some cheetahs have been logged running at that speed that, as a species, the cheetah can attain speeds of up to 97kmh.
Presumably others can run fast, but we can't say that they all can.
Similarly, an individual cheetah which can attain that speed will not always find it necessary to run as fast as that.
It could catch me at 5kph.
