    Confused with the tenses

I am trying to translate the following to my native language, Greek:

Over the last 30 years, as manufacturing technologies have improved, the performance of microprocessors has doubled roughly every 2 years.

Does "as manufacturing technologies have improved" and "microprocessors has doubled roughly every 2 years" refer to the same point in time, in the past more specifically?

I am really confused about it.

The second phrase seems that refers to an action that happens continually from the past till present.

The speaker is looking at the two things over the same time period, a period that began thirty years ago and extends up to the present.
