    It means someone is trying to influence the other person or trying to instigate a person against someone.

    We can make assumptions about colloquialisms translated from other languages but we cannot be sure.
    In this case my assumption would be that 'he' is constantly talking to his mother, so much so that she does not get the advantage of listening to others and to hear their views. But there must be other interpretations.

    You could use "manipulate".
