I was told that the correct answer is B. Is D possible? When (it is) translated .......?

Using B means that preparation is necessary before translating.
Using D means that after tranlsation the article needs more work, maybe to make it fully understood. Sometimes translation can be very difficult to get precisely the same meanings in the other language.
Neither A nor C are acceptable.
Shouldn't it be separated by a comma then?
When translated, this article requires thorough preparation.
