About the first sentence. In my opinion it would be better to say:

1- "She has always dreamed of being the best tennis player in the world" (If you mean that it was her dream in the past and it is still her dream)
2- "She is always dreaming of being the best tennis player in the world"
(The emphasize is on "dreaming" itself. You want to say that she is very busy dreaming of ...)
3- "She had always dreamed of being the best tennis player in the world" (If you want to say that in the past and for a long time, and before her dream changed, that was her dream)
4- "She was always dreaming of being the best tennis player in the world" (The emphasize is on "dreaming" itself. you want to say that she was very busy dreaming of ... in the past)
5- "She always dreamed of being the best tennis player in the world" (simply for the past)

Thank you Khos...still I want to express that in the past as this woman died a couple of years ago.

The 2nd sentence goes like this:

"In 1999, when she was recently coming of age, Liza began training hard."

I edited my previous post after I read this post of you. Take another look at it. About your 2'nd sentence: I am not sure about "recently" here. let others comment on it.

Thank you Khos but still I have to keep the introduction:

    "Her dream..."

Okay. I think you can say:
"Her dream was always to be the best tennis player in the world."
    Or
"Her dream was always to become the best tennis player in the world."
