    Hi scott.
Both sentences have problems, I would write them as:
    1) My thoughts about whether or not I am happy with my life, are rather uncertain.
    2) My opinion on whether or not I am happy with my life, is rather uncertain.

However, if I were expressing this idea I would say:
"I'm rather uncertain as to whether or not I am happy with my life".
or "I'm rather uncertain about whether or not I am happy with my life".

Both sentences sound fine, but the comma must go. We cannot have a single comma between a verb and its subject.
