    It means that there is a particular quality in Jeff's personality and manner that people notice, even if they can't define that quality exactly. In this case Jeff had "something about him" that was a positive thing and perhaps made people want to be his friend.
    However, the phrase can refer to a negative thing. "David was friendly but I didn't trust him, there was just something about him".
