    ought to in the past

    "I ought to tell you how we came to this conclusion."

    OR

    "He said (that) he ought to have told them how thay came to that conclusion."?

    How do I backshift "ought to" in the indirect speech "ought to have ...."?

    Just like "should" and "might" it doesn't change in indirect speech.

    Yes it's fine. Here is what it should be in indirect speech:

    Direct speech:
    'I ought to study more.'
    'He said he ought to study more.'


    Indirect speech:
    'I ought to have told them how thay came to that conclusion.'
    'He said he ought to have told them how thay came to that conclusion.'
