The social facets of the Russian public health were formulated by the new minister long before his appointment.
facet = aspect
After forgetting my lines, I didn't have the face to go back on stage.
to forget ones line = to forget one’s cue
have the face = have the impudence

Facets - I would use implications.
Forgetting ones lines - this means just what it says. A cue could be given by a person off stage to help the actor remember the lines and then continue.
Did not have the face - I was too embarrassed.
