    silly billy

    1) What does it mean of silly billy?

    2) Under what situation shall we say that?

    3) Is it impolite to say it?

    Thanks.

    Re: silly billy

It is a criticism of the most gentle and polite kind. You are saying that the person is foolish, or at least slightly foolish, but you are saying so in the most inoffensive possible way.
