    develop the iPad off

    Would you please explain the following in bold more easily?

    The other big part of this is development cost. To develop the iPad off the success of the iPhone was very small compared to what Samsung had to spend to develop new smart phones and their new tablet.

    The meaning and structure seem strange. And I don't know why "off" is there.

    The iPhone came first. The iPad was developed using the platform, tools, software, technology, etc. that already was in existence for the creation of the iPhone.

    They did not have to start from nothing. The iPad was developed "off of" the iPhone. Or just "off the iPhone."
