    police, education and national health-care system

    "Education, police health-care system..." How would call it? Public areas, social areas of life? Social services?

    I wouldn't group the three of them together. Maintaining law and order through the police and a court system is a basic function of a government.

    "Social services" would be a good phrase for the others.
