fly off vs fly?

What's the difference between fly off and fly? Can't you use fly in here?

ex)Flying off to a foreign country for affordable cosmetic surgery has been a popular option for years. But now, because of rising health care costs, travelers are going abroad for routine surgeries and procedures......

I would infer no difference between "flying off" and "flying" (not "fly").

When you say that you are flying off or flying away, you give more of an impression of leaving the place, heading off into the distance, in my opinion.
