    Neither.

    It's just on/nearly/getting on for/ not far off 5 o' clock.

    'Just on' suggests the shortest time period before 5 o'clock.

    Of "just on/nearly/getting on for/ not far off", only "nearly" works here (Middle Atlantic, USA), also "almost" and "coming up on". If it is "about 5:00", it can be either a little before or after.
