    The risk that I'm takin'?

The "The risk that I'm takin'" seems incomplete, Is it like "It is the risk that I'm taking"? so the "It is" for emphasis is omitted?

    Feels like I've been awakened
Every rule I had you breakin'
    The risk that I'm takin'
I'm never gonna shut you out

If this is a song lyric, it can be said any way needed to fit the tune.

There have been quite a few questions about song lyrics posted recently. Susie dqq's answer would be appropriate for most of them.

    I am not a teacher.

I've never heard this song. I found lyrics to it on line, and earlier in the song she sings the same line with the missing words included, so yes. In song lyrics and poetry, anything goes.
