    bore watching

    "But although school officials were still checking their records last week, Williams apparently didn't impress most adults as the kind of alienated loner who bore watching."

    If a person bears watching, does it mean that the authorities are supposed to surveil him?

    Is it OK to say "He bears great responsibility as principal of this school."?

    Yes, you can say 'she bears great responsibility' it's very good English:)
    As for the sentence you posted - I don't quite understand it myself
